Staff described the proposal as a home-based bakery producing cheesecakes and baked goods for retail and wholesale, with retail sales by delivery only, and recommended approval under the relevant sections of the Stephens County code.
A member of the public who identified himself as Daniel Everett spoke in favor and described the facility and plans to screen an outbuilding: "My wife wants to bake cheesecake," he said, and described a small (about 20-by-20) outbuilding and plans to plant spruce trees for additional screening. During exchanges the commission and staff clarified that tonight's conditional-use review covered the ability to sell as a bakery; placing an accessory structure in front of the principal residence could require a separate variance application. Staff explained that if the applicant later seeks to place an outbuilding in front of the house, a variance would be required.
A commissioner moved to approve the conditional-use permit; the motion was seconded and approved by voice vote.
Next steps: the conditional-use permit was approved by the planning commission and will be presented to the Board of Commissioners for final action on Dec. 9; if the applicant pursues the outbuilding in the contested location, they must submit a variance application.
