Dalton staff outline 2-mile Mill Line trail extension; environmental review adds design time

City Administrator Andrew Parker reported the Mill Line, recently completed from the Paul Belk Honorary Trailhead to Hagemill Lake Park, will be extended under a 2024 SPLOST phase. The extension design is being completed by local consultant CONSOR and is planned to add about two miles of new 10-foot ADA-compliant trail to Burr Park, then transition to on-street accommodations downtown.
Parker warned environmental coordination will lengthen design: he cited US Army Corps of Engineers wetlands and the need for Georgia EPD buffer variances and said additional routing and right-of-way work will be needed to minimize easement acquisitions. CONSOR's plans are scheduled to be complete in April 2026 with project letting (bid package) expected in May 2026 and construction beginning in 2026 if permitting and procurement proceed as planned.
A council member asked about a paved loop around Haig Mill Lake; staff said the city is building a paved ADA path around portions of the lake (about a little over three miles around the lake overall) and public works crews have begun erosion control and clearing work.
