Willows council approves consent calendar; staff to revisit 2008 impact‑fee nexus study

The Willows City Council unanimously approved its consent calendar on Dec. 9, approving routine items including registers, minutes and multiple job‑classification and incentive pay updates for fire personnel and library staff. The council separately pulled item 6l, the annual developmental impact fee report, for questions and discussion.
Joe Betancourt, Community Development Services director, explained that the city—s impact fees are based on a 2008 nexus study and that, under state law, fund balances already collected cannot be reallocated to new categories without a new study. Betancourt said the report shows current fees do not charge commercial or industrial development for library and parks/recreation impacts because the 2008 nexus study did not find a direct link. "We can definitely reevaluate," he said, noting staff will meet with the city engineer to plan fund uses and a future nexus update.
Council approved item 6l and the attached resolution by a 3–0 vote. Councilmembers emphasized the need to plan expenditures carefully because existing fund balances likely must be applied to projects contemplated in the original study and cannot be repurposed without a new nexus analysis.
The discussion underscores a near‑term administrative task: staff and the city engineer will inventory remaining impact‑fee balances and consider projects that fit current fee restrictions before commissioning a new nexus study to adjust charges for changing growth patterns.
