The Mendocino County Zoning Administrator approved a temporary use permit, AP2025-0024, to allow placement of a temporary construction office (described in the staff record as a "coach") for a warehouse being built for Amazon.com Services LLC.
Dirk Larson, the staff planner assigned to the item, summarized the staff recommendation and key facts: the request is for a temporary construction support office that "would not create any lasting nuisance," would not be hooked up to utilities, and "will not hinder" emergency vehicle access. Larson said the request meets the county's temporary use standards cited in the staff report and referenced building permit BP202587, which has been approved and issued for construction of the warehouse. He told the administrator the project was referred to responsible agencies on Oct. 21, 2025, and staff received no comments or concerns from those agencies.
Larson also stated the site lies within "NLRA" and that Iki Valley Fire Protection was identified as a responsible agency for review. He said the project is exempt from the California Environmental Quality Act as a Class 4 minor alteration to land. Staff recommended the zoning administrator approve the project and the conditions contained in the attached resolution; Larson also noted that a zoning classification shown in the staff report front page appeared to be a typo and that the property is in the limited industrial district.
With no members of the public present, the administrator opened and closed the public hearing, asked staff to update hearing dates in the draft resolution to Dec. 11, and approved AP2025-0024 "subject to the findings and conditions as contained within the resolution." The approval was issued at the Dec. 11, 2025 hearing. No public comments or agency objections were recorded at the meeting.
