The Richland 1 Board of School Commissioners voted unanimously Oct. 28 to reallocate $525,000 from the district’s FY23–24 unassigned general fund to hire personnel to staff the Williams Byers residential treatment center footprint.
Administration presenter Miss Bing told the board the reallocation would cover two teachers, two instructional assistants and one assistant principal to serve the facility. Commissioner Devine moved to approve the request and Commissioner Clyburn seconded the motion; the board approved it without recorded opposition.
Commissioner Bishop asked whether state funds would offset the district’s cost. Doctor Williams told the board the State Department of Education was not providing funding for these positions at this time and that Recovery Solutions would provide a portion of the funding. The board discussed that the facility is a Department of Juvenile Justice initiative located on district property and that the district’s role is staffing, not construction or ownership.
Later, after the board returned from executive session, the administration brought forward a related personnel request to formally approve the Williams Byers positions for the 2025–26 school year; that motion also passed unanimously.
