The consent agenda — which the clerk enumerated to include approval of the Nov. 10, 2025 minutes; the 2026–2030 Capital Improvement Program; amendments to the fee resolution to add and adjust fire- and codes-related fees; awarding the city's independent auditing contract to Young Oaks, Brown and Company; professional design services for the Prospect Pool; and multiple demolition bid awards — passed on a 7–0 recorded voice vote.
The council then adopted an ordinance authorizing Altoona to join the Pennsylvania Municipal Health Insurance Cooperative and enter the intergovernmental agreement; Vice Mayor Ellis moved adoption and Mayor Pacifico seconded, and the measure passed 7–0.
The final ordinance for adoption was the 2026 budget ordinance introduced by Councilman Ickes. Councilman Butterbaugh moved adoption, Mayor Pacifico seconded, and council adopted the 2026 appropriation ordinance 7–0.
