But recent changes at the virtualization and operating-system providers altered expected licensing models: Broadcom’s acquisition of the virtualization platform (vSphere) led to a move from perpetual licensing to a subscription model, and Microsoft’s recent server-license policy means the county must purchase additional Windows Server licenses for the new hardware rather than simply adding to existing perpetual licenses.
Parks described a ‘surprise’ licensing estimate in the transcript (discussed as an amount roughly in the mid‑five figures in aggregate when accounting for Microsoft and virtualization changes) and said staff are working with Lenovo and distributor partners to refine numbers.
