Fred Cummings, the county -1-1 director, told the Delaware County Redevelopment Commission on Dec. 11 that the countyaces an urgent, countywide radio replacement because the current system will reach end-of-life by 2030. "Today's dollars, the estimated replacement cost is $2,025,000," Cummings said, adding that the county also faces a large phone-system replacement around 2030.
Cummings said the radio infrastructure serves law enforcement, fire and other first responders across Muncie and smaller towns and warned that waiting could raise costs and create supply competition: "My fear is the longer that this goes on, the more expensive the project is going to be," he said, estimating possible increases of $500,000 to $1,000,000 in the next three years. rrangements, Motorola is the vendor that can provide statewide infrastructure and that end-of-life means the manufacturer will no longer support older systems.
Commissioners pressed for a clearer cost breakdown and a breakout of engineering fees included in Motorola's proposal. Cummings said the Motorola proposal includes engineering but he would "try to get them to break out the engineering cost." Several commissioners said identifying the engineering line item should be the first step before any funding commitment.
After discussion, the board approved a motion to table the request and asked Cummings to return with detailed, itemized quotes and the specific contract terms that would be required to lock in current pricing. The motion passed by roll call.
Next steps: staff will request a detailed, itemized Motorola proposal (engineering, hardware, software, and maintenance), and Cummings will report back on what contract terms would be required to secure present-day pricing and any financing options the vendor offers.
