Members identified several items for near-term attention: a January panel on neuroinclusive housing, an ADU update (possible Feb./March), exploration of a land-value-tax concept, employer-created and workforce housing, family-friendly zoning and senior housing.
One board member introduced the land-value-tax topic as a broad, controversial policy change that would "restructure our tax code" by shifting taxation toward land value rather than structures; members agreed it would require research, county/state approvals and careful community outreach before any recommendation. The board agreed to study precedent examples and ask staff for a detailed summary ahead of any formal recommendation.
Staff (Jay and Tiffany) reported administrative items: applications for boards and commissions open Dec. 8 and close Jan. 25, an open-house on Jan. 5 to attract applicants, and an expected phased transition to the 'OneMeeting' agenda/packet platform during 2026. Staff also said City Council recently adopted an affordable-housing impact fee that will take effect Jan. 31 and is projected to yield "just over $1,000,000 a year" for affordable-housing work. Construction updates were delivered on a small duplex project (described as progressing well), with an upcoming open house before the first family moves in.
Board members asked for clearer mapping of who on city staff is responsible for each action item in the manufactured-housing strategy, and requested a status matrix showing completed actions and outstanding steps. The board placed several items on future agendas for detailed review and encouraged members to come prepared after reading the strategy and the panel recording.
