Staff member Mackenzie Caldwell told commissioners that revised plans received Dec. 9 removed the previously requested 8‑foot front fence waiver and instead show a 5‑foot wrought‑iron fence along the front and rear property lines; the driveway along 4th Street will not be gated. Applicant Angelo Venzon described additional project changes intended to address neighbor concerns about people camping or congregating in service areas: gates around amenity buildings, an access control system linked to a mobile application and 24‑7 remote surveillance of the facility.
Commissioners noted that previous neighbor concerns (including questions raised by an adjacent property attorney) were resolved by the design changes. Commissioner Schlotman confirmed the design is consistent with code and said neighbors who had raised issues now support the project. The commission voted to approve the site development review subject to staff‑recommended conditions. The approval is final for tonight; appeals may be filed with the city clerk within 10 days.
Next steps include final plan submittal and operating agreements or monitoring commitments required by conditions.
