Public Works Director Robert Urbana presented neighborhood traffic survey results and the transportation committee’s recommendations on temporary and permanent speed humps. Staff identified streets recommended for hump removal (notably Selby and Stockbridge), streets to retain humps (Maple, Monte Vista, Linda Vista, Fairview), and locations where modifications or additional humps were proposed (sections of Glenwood, Watkins and near Laurel Elementary).
Staff described differences between temporary and permanent hump installations: temporary units are modular and less flexible but suited to local streets; permanent asphalt humps require capital installation but offer design flexibility. The police department recommended adding in-pavement reflectors and vertical delineators to improve nighttime visibility. Staff said about 20 temporary humps have been installed to date and recommended outreach with neighbors and the Menlo Park Fire Protection District before any location adjustments, particularly near schools.
A council member moved to accept the staff report and the transportation committee’s recommendations; the motion was seconded and approved by voice vote. Staff said removals and outreach will start in the new year because year-end resources are constrained. The council asked staff to provide timelines and notifications to affected residents and to coordinate with the fire protection district and schools before making permanent changes.
