Chair (Speaker 1) opened discussion on winter block time and schedule changes, and staff reported the block-time period runs from November through March 30. "This year, we have 112 applicants. We were able to accommodate 108 of those applicants," staff (Speaker 3) said, adding that four applicants were offered alternative options.
Commissioners and staff spent the bulk of the discussion describing how legacy pro contracts, junior class needs and member access intersect when block time is sold. Speaker 6 acknowledged communication gaps with pros and said staff will do a better job explaining expectations: "When I guided Jasmine to this process, she did the work ... but I ended up guiding her and saying, no. Take care of the members. The pros are gonna have to figure out a way to work weekends, mornings, evenings," Speaker 6 said.
Staff described the junior block window and class-management practices meant to protect youth programming: junior lessons generally run from 4 p.m. to 6 p.m.; staff release extra courts after assessing weekly enrollment so classes receive required courts. Speaker 6 said the facility now enforces a ratio of eight kids per court for junior classes to determine instructor and court needs.
On operations and hours, commissioners discussed extending seasonal hours (for example, staying open to 10 p.m. during higher demand months) if revenue and staffing allow. Staff suggested a six-month revenue review before making longer-term commitments: "We just put the 4 month budget revenue review ... we'd feel more comfortable for that 6 months to come in since this wasn't a budgeting item," Speaker 5 said.
Outcome and next steps: Commissioners asked staff (including Jasmine and Dana, named in the discussion) to draft a transparent framework for selling block time next year that explicitly accounts for legacy pro slots, junior-program allocations and member access. Staff will return with a proposal and any related budget implications for commission review.
