Lewisville council issues proclamations, approves consent items and event plans; staff to follow up on mall concerns

The Lewisville City Council used its Dec. 1 meeting to recognize local organizations, approve routine items, endorse event dates, and hear a public request about the Mall of Lewisville.
Proclamations and recognitions: The mayor presented a proclamation to Quest Diagnostics’ Lewisville laboratory celebrating the Haystack MRD test and its FDA breakthrough-device designation. Ronny Kaye, identified as a breast-cancer survivor, said the test "is a game changer" for tailoring follow-up care. The council also presented a proclamation to the Salvation Army of Denton County and announced a "Mayor’s Red Kettle Challenge" on Dec. 13 at Sam’s Club and Main Street; the mayor and council members are scheduled to participate in bell-ringing. Salvation Army representatives said funds raised will remain in the community and outlined local services (food pantry, shelter coordination with Denton).
Consent and administrative approvals: The council approved the consent agenda, including acceptance of minutes and bid awards for annual concrete services (HD Way Concrete Service LLC primary; Nara LLC secondary), by a 5–0 vote. Council also approved an alternative landscaping standard for a proposed office development at 535 W. Purnell Street (Case 25045 ALT STD), noting the Planning & Zoning Commission had recommended unanimous approval.
Visitors forum: Lynn Ashley Lyons Canarim, who provided her address for the record, urged the city to inspect the Mall of Lewisville for HVAC and mold concerns, and suggested a revitalization plan using small investors. City staff said they would follow up with her to discuss specifics.
Community events and reports: James Kunkaney, director of community engagement, recommended the 2026 Red, White and Lewisville event be held Wednesday, July 1, citing scheduling conflicts with other regional events. Stacy Anaya, parks and recreation director, previewed "Christmas at the Cabin" on Dec. 13 from 10 a.m. to 2 p.m. at Lila, with crafts, hayrides and family activities. The Grand Theater and arts staff promoted a centennial film and seasonal performances and exhibitions in December.
