The audit presenter, Terry Gage of Eide Bailly, said auditors issued an unmodified opinion on most fund financial statements but a qualified opinion on governmental activities related to GASB 101 (compensated absences). "We have an unmodified opinion on the majority of the statements. We have what we call a qualified opinion on the governmental activities," she told the board, citing reporting discrepancies tied to a system conversion.
