A single‑property annexation at 5048 SW Hilltop Lane was referred to full council without recommendation after a split committee vote Thursday.
Kyle Jenkins of the Bureau of Planning and Sustainability presented the annexation, saying the property sits within the city’s urban service boundary in the Southwest Hills and the owner requested annexation to obtain city sewer service. Jenkins told the committee that the property is contiguous to Portland’s municipal boundary and that annexation would not change zoning or development rights on the lot.
Councilor Kanal moved that the committee refer the annexation ordinance to full council without recommendation as to passage; the motion was seconded by Councilor Marietta. The roll call recorded three ayes (Avalos, Kanal, Murillo) and two nays (Bridal, Novick), and the motion carried.
"Notice was given to the neighboring properties," Jenkins said, noting staff had not received complaints as of the week of the presentation.
Committee members debated whether to decide the matter in committee or send it to full council for broader discussion. Councilor Kanal said referring the item without a recommendation would allow fuller council consideration, while other members said they could have approved the staff recommendation at committee.
The committee recorded that the annexation will be continued to full council on Jan. 14 at 9:45 a.m. for final consideration.
