Hartford council approves grants, renews police lease and refers ordinances and appointments to committee

At its regular meeting, the Hartford City Council approved a consent calendar that accepted two grants and authorized continuation of a police office lease at Trinity College.
On the consent calendar, the council approved a $100,000 grant from the Greater Hartford Arts Council and accepted the FY2023 Justice Assistance Grant (JAG) in the amount of $192,481 from the U.S. Department of Justice. The council also approved a resolution to continue the lease of Hartford Police office space from Trinity College at 130 New Britain Avenue. Unidentified Speaker 3 moved to place the items on consent and the motion was seconded; the clerk called the roll and the items passed.
The council received committee communications including approval of the Capital Region East Coast Greenway study recommendations and a Health & Human Services report recommending continued use of Lattes Kitchen to prepare North End Senior Center meals. The body referred a set of items to appropriate committees and scheduled public hearings for Monday, Dec. 15, 2025 at 7 p.m. Referred items include an ordinance amending chapter 6, §6-15 (limitation on number of dogs and cats), an ordinance to extend the filing time period for rental license applications for buildings with four to nine dwelling units (chapter 18, §18-20), an amendment to chapter 7 of the Hartford Municipal Code, and a proposed ordinance on display of flags; mayoral confirmations to the African American and Black History and Culture Commission and other local boards were also referred to committees.
The council postponed items 6.2 (continuation of Lattes Kitchen services for North End Senior Center meals) and 7.2 (appointment to the Board of Education) to the Dec. 8, 2025 meeting and withdrew item 7.1 (an appointment to the Board of Education) without a vote on the floor because it was a committee discharge item.
The council ended the meeting with a remembrance of past Town Clerk Noam MacGregor, a Thanksgiving message to residents, and an announcement of a pre-Thanksgiving community breakfast on Wednesday, Nov. 26 from 9 to 11:30 a.m. at 210 Capitol Avenue.
