Superintendent (transcript: 'doctor Edler') said the rule merely codifies current practice and does not change board policy. Under the administrative rule, parents or guardians must notify the school five days in advance, provide documentation of the tribal ceremony or event, and include date, location and contact information. The principal or designee will review the documentation and may approve such excused absences, though the rule does not change the existing cap of four excused absences for reasons outlined in current policy.
District staff told the board they had consulted with principals who serve many Catawba Nation students and that the change aligns administrative practice with board policy. Board members representing the Catawba Nation thanked the district for formalizing the accommodation, calling it a meaningful step toward inclusion during Indigenous Heritage Month.
The administrative rule was provided for information; no board vote was required at the Nov. 11 meeting. The superintendent said staff would continue to coordinate with tribal leadership and principals to ensure consistent application.
