At a Dec. 10 mayor–manager meeting, Englewood City staff and council members agreed to place discussion of the District 1 council member vacancy after the consent agenda on the Dec. 15 meeting, to be handled as a motion rather than under Mayor's Choice or appointments. Staff and council discussed timing and whether a newly chosen member should take the seat immediately; the group agreed to have the chosen candidate sworn in at the Jan. 5 meeting to allow onboarding time.
Council and staff discussed different agenda placements and noted that prior appointments sometimes appeared under appointments/proclamations when the seating needed to occur immediately. One staff member summarized the intended process: the council would discuss candidates on Dec. 15 and then swearing-in would take place at the Jan. 5 meeting. Mayor Pro Tem Joe Anderson indicated support for giving a new appointee time to onboard before taking a seat.
The mayor–manager meeting concluded with agreement that the vacancy discussion would occur after the consent agenda and be presented as a motion so it would follow the usual sequence similar to public hearings. Staff said they will prepare the agenda change and ensure public comment timing is preserved. No formal appointment or vote occurred at the Dec. 10 mayor–manager meeting; the Dec. 15 council meeting will include the formal discussion and any subsequent vote.
