Huron commission approves bridge closeout payments, several change orders and $2,525 rate‑study amendment

The Huron City Commission on Nov. 17 approved several construction change orders and final payments related to ongoing infrastructure projects and authorized a small amendment to a water/wastewater rate‑study contract.
City Engineer Brett Rungge presented the contract actions. He said the sewer main‑lining project required a point repair that another contractor completed; the commission approved Change Order No. 2 from HK Solutions Group as a deduct of $18,105.98. Rungge explained the adjustment was an administrative balancing of work between contractors and recommended approval.
Rungge also presented two balancing change orders tied to the long-running 3rd Street Bridge project. The commission approved Change Order No. 1 for a $1,125 decrease and Change Order No. 2 for a $15,215 decrease, both described as adjustments to unused bid quantities as the work reached completion.
The commission authorized final contractor payments to BX Civil Construction to close the bridge project: $33,363.98 associated with South Dakota DOT PCN 07TB and $10,373.70 associated with PCN O8ER. Rungge said the items finalize the project accounting and recommended the mayor or city engineer sign the closing paperwork.
Separately, the commission approved Amendment No. 1 with Banner Associates for $2,525 to update tables and create simplified flyers summarizing the forthcoming rate‑study report. Rungge said the full study is a lengthy technical booklet and the flyers will help the public understand the study's recommendations when the report is presented at the next commission meeting.
All motions on the construction change orders, pay requests and the Banner amendment passed by roll call vote.
What happens next: the engineering office will execute the approved signatures and finalize the contractor closeouts; the Banner Associates flyers will be prepared in advance of the next meeting when the full rate study is presented.
