The Forsyth County Board of Commissioners voted Dec. 18 to approve a special‑use zoning map amendment (docket F‑16‑62) allowing Keystone Group to rezone a roughly 0.72–0.73 acre property near the Davidson County line from Highway Business Special Use to RM‑18 multifamily special use.
Kirk Erickson, deputy director of Planning and Development Services, told commissioners the site sits at the southeast intersection of Wahlberg Landing Drive and Overline Drive just off Thomasville Road and showed maps and elevations of a three‑story building with four two‑bedroom units per floor. Erickson said the lot already contains a parking area originally intended for commercial development and that the proposal would reuse that parking and add open‑space amenities shared with the adjacent Wahlberg Landing development. He said the planning board heard the item Nov. 13 and voted unanimously to recommend approval.
Scott Wallace, co‑founder and president of Keystone Group, said his company developed Wahlberg Landing about 15 years ago and had sought retail tenants for the parcel without success. “It just kind of makes a lot of sense to build additional housing for the area and to be able to utilize the amenities that we already have in place,” Wallace said, adding he was available to answer questions.
After the public hearing was closed, a commissioner read a statement describing the rezoning and moved to approve the map amendment, site plan and special‑use district permit, finding the request consistent with the county’s Forward 2045 comprehensive plan and the adjoining RM‑18 zoning. The motion passed; the clerk recorded the action as approval of the rezoning request.
The change will allow construction of a three‑story multifamily building with 12 apartments and rely on adjacent infrastructure and onsite open space to meet development standards. No speakers registered opposition during the county public hearing.
The board’s approval follows the planning board’s unanimous recommendation and moves the project forward to any necessary permitting and site‑plan review steps handled by county staff.
