He described a north-corner pedestrian connection and buried electrical tie-ins (access/electrical parcels listed as 1b: 607 square feet; 1c: 541 square feet) and two drainage connections to existing outfalls (2b: 638 square feet; 2c: 545 square feet). Barabow said the easements are rights to use land, not a conveyance of property.
Barabow summarized the compensation tied to the appraisal: $25,500 for easement 1b, $18,900 for 1c, $22,300 for 2b and $19,100 for 2c, totaling $85,800. He told the board that timing was important to keep site-grading and permitting on schedule and described the drainage work as piping runoff into the existing stormwater system to avoid increased surface flow.
Board members asked about fencing, whether the buried electrical lines would be placed underground (Barabow said yes), and how the sidewalk would connect to nearby parking and city right-of-way. Alex Brown, a landscape architect on the presentation team, said the developer will install and maintain new landscaping and a fence will separate the sidewalk from the stadium area; the sidewalk connects across a driveway to the Cardinal property’s existing pedestrian striping and then to city right-of-way.
District staff said administration recommended approval, calling the appraisal-based offer “generous” (about $37 per square foot) and noting benefits to the district, including reduced sheet-flow runoff onto the stadium. Board members discussed whether to delay action for another month but, after questions, moved to vote.
A motion to approve the easement requests passed on a recorded voice vote of 6–0.
Next steps: District staff and the developer will complete easement documents and permitting steps; presenters asked the board to act promptly to avoid permitting delays.
