The Superior Common Council on Tuesday approved multiple agenda items and endorsed two state grant applications aimed at downtown redevelopment.
On motions carried by voice vote, the council approved the October 19 minutes; authorized paving Alley Number 3 and assessing the cost to abutting property owners; added 1011 Weeks Avenue and 2113–2115 Ogden Avenue to the Municipal Register of Historic Places; adopted the 2022 general fund budget; and adopted an ordinance creating a late-fee schedule for annual miscellaneous license renewals.
The council also approved an amended development agreement with DMB Morales LLC (doing business as Bucktails Cantina and Grill) at 1015 Tower Avenue. The economic development planning and port director brought the agreement forward and the motion to approve was carried by voice vote.
Councilors endorsed two Neighborhood Investment Fund grant applications to the Wisconsin Department of Administration to support redevelopment projects: one to assist the Development Association’s purchase of the old post office at 1401 Tower Avenue and one for rehabilitation of the former Carnegie Library at 1201 Hammond Avenue. A representative described the post office building price as about $1,300,000 and said the grant request would be about $1,800,000. Council discussion noted that some tenants occupy parts of the post office and that the Development Association would be the applicant; the municipality’s role is to sponsor/endorse the application. A councilor asked that the record reflect they abstained from the post office endorsement; the transcript does not clearly identify which councilor asked for that abstention to be recorded.
Other business included committee reports: Human Resources reported approval to fill two positions and a revised fire chief job description; Finance reported challenges tracking tax credits and collections for short-term vacation rentals and approved several committee recommendations (with Councilor Van Sickle recorded as abstaining on the committee package); Licensing & Fees reported and the council adopted a late-fee ordinance to improve renewal compliance; Public Safety and other committees offered updates and referrals.
The meeting concluded with the mayor noting upcoming Plan Commission presentations on the city comprehensive plan and adjourning with no further business scheduled.
