Superior council approves licenses, leases, vehicle purchases and engineering contract

The Superior Common Council approved a package of routine items at its Oct. 5 meeting, including business licenses, vehicle purchases, a long-term lease and an engineering contract.
Licenses: The council approved an outdoor alcohol-consumption license and a cabaret license for Jamrock Cultural Restaurant LLC at 1901 Tower Avenue for the remainder of the 2021–22 licensing period (motion by Councilor Sullivan, second by Councilor Bender).
Vehicles and equipment: The council approved waiving competitive bidding to purchase a 2023 Freightliner with an aerial boom to replace a unit needing significant repairs (public works recommendation; motion by Councilor Bennett, second by Councilor Ludwig). The council also approved the purchase of a used fire truck equipped with an aerial device, a recommendation from Fire Chief Scott Gordon.
Airport lease: Council approved a 20-year land lease with Kenji Sudo to occupy the Richard I. Bong Airport hangar at 1419 N. 46th St.
Engineering contract: The council awarded the engineering design for the Hammond Avenue reconstruction project to SEH Incorporated at a proposed cost of $539,706; motion by Councilor Bender, second by Councilor Droske.
Planning and grants: The council adopted planning commission recommendations, including amendments to the small-business grant program (funded at $200,000 for 2022, disbursed quarterly). Councilor Bender also reported the death of longtime library board member Bill Anderson and relayed a Salvation Army request to address illegal dumping behind its facility.
