Sergei Gertrzukin of the Office of Corporation Counsel presented the unexpected add-on and described it as a recommendation based on grading performed by consultant Westland Engineering. The proposal packages road infrastructure and utilities together to avoid contractors overlapping work. Unidentified Speaker 9 (City Engineer) said the project includes three roundabouts and an extension of Kinzer Avenue to Carmel Drive, along with water and sanitary upgrades. Construction was described as expected to start next year and continue into 2027, with an anticipated duration of 18 months or more.
Unidentified Speaker 2 moved to authorize the utilities, engineering and legal departments to move forward with the scoping process and negotiations with the proposer identified as 'Avenue' (the highest-ranked firm); Unidentified Speaker 4 seconded and the board approved the motion by voice vote.
City staff said they will continue scoping and enter negotiations; no final contract was approved at the meeting.
