Walnut Creek council elects Kevin Wilk as mayor and names Matt Francois mayor pro tem

The Walnut Creek City Council unanimously elected Kevin Wilk as mayor and appointed Matt Francois mayor pro tem at its Dec. 2, 2025, meeting, formalizing leadership for the coming year and outlining priorities that include public safety, Measure O projects and a multi-year general plan update.
Cindy Darling nominated Wilk for mayor; the nomination was seconded and adopted in a roll-call vote. Council members recorded affirmative votes, and Wilk assumed the gavel.
In his first remarks as mayor, Wilk thanked his colleagues and family and described a set of near-term priorities. He said the city will “work towards a fully staffed [police] department,” signaled stepped-up outreach on e-bike safety, and emphasized enforcement and visible presence downtown. He also said the city will implement a recently passed ban on gas-powered leaf blowers with an education campaign ahead of an April rollout.
Wilk highlighted continued work on Measure O projects funded by voter approval, including new lights at Tice Field, recently installed turf at Heather Farm, and the start of construction next year on the Heather Farm aquatic and community center — the largest project Walnut Creek has undertaken, he said. He asked residents and businesses to engage in the general plan update, which the city has begun and expects to carry input and planning over the next 20–30 years.
The vote for mayor and the vote for mayor pro tem were recorded by roll call and reflected unanimous support of the council in attendance. The nomination for mayor pro tem — Matt Francois — was made and seconded immediately after the mayor vote and likewise passed by roll-call vote.
Mayor Wilk closed by urging civil discourse and promising to support downtown vibrancy while addressing public-safety challenges, saying Walnut Creek’s local government is “closest to our residents” and tasked with maintaining safe streets, clean neighborhoods and a strong local economy. The meeting adjourned after the new leadership remarks.
