Cheltenham plans full RFP for food service contract after participation, schedule changes

Cheltenham School District staff told the finance committee on Dec. 2 that the administration intends to reopen the district's food service management contract to competitive bids rather than rely on annual renewals.
Staff said the current management contract runs through June 30, 2027, and that several material changes since the contract was awarded—grade reconfigurations at buildings, a shift to a community lunch schedule at the high school, a vendor request to reduce the financial guarantee and lower participation—justify a full Request for Proposals. "Within that 5 years we also had annual renewals ... this year, instead of just participating in annual renewal, our intent is to put the entire contract back out for RFP and to solicit a new company," the presenter said.
The district will ask bidders for presentations and sampling events and will involve a select committee of students, board members and parents in evaluation. Staff listed procurement milestones: PDE review in December–January, advertise in January, a suggested pre‑bid walk‑through on March 11, bid opening March 27, and an award in April or May so any new vendor can prepare for a July 1, 2026 start.
Board members asked about satisfaction measures and pricing. Staff said participation rates are "not headed in the right direction" and referenced district surveys as a baseline; the presentation included meal price figures used by the district (presentation slides showed $3.25 and $2.95 figures for meals). A trustee asked whether the district would hold a sampling night; staff said sampling and student panels are part of the review.
Next steps: staff will complete the state packet for the National School Lunch Program, await PDE feedback, advertise the RFP in January and return to the board for action in February; the board indicated support for an engaged evaluation process that includes student input.
