Task force reviews regional agency budget performance; staff cites billing and revenue timing issues

Integrated Waste Management staff presented the regional agency’s quarterly financials and explained timing gaps between expenses and recorded revenue.
"This slide represents the adopted budget for our expenses, which is approximately $1,700,000, and for the actual expenses to date is approximately 340,200," said the regional agency presenter (Selena Stottler) during the quarterly expenditures review. The presenter explained that revenue reported on the budget performance report differs from the regional-agency slide because some reimbursements and member-jurisdiction payments have not yet been billed or transferred.
Staff described grant revenue that will offset expenses, including CalRecycle grants and other reimbursements, and noted specific programs: household hazardous waste revenue and an oil-payment program (OPP) grant. The presenter said some SB 1383 funds had been provided to the county previously and require an internal transfer into the regional agency account.
Members asked whether member jurisdictions were prepared for forthcoming bills. Staff acknowledged late billing for prior fiscal-year charges and said they anticipate billing for the 2024–25 fiscal-year costs before the end of the calendar year or by January. "We’re trying to catch up," staff said, and recommended a year-end adjustment process to reconcile estimated and actual revenues.
No public comments were received for the financial presentation. The task force did not take a formal fiscal action at the meeting; staff said it would continue to provide quarterly reports and pursue the necessary internal transfers and reimbursements.
