Hammond Redevelopment Commission approves multiple property sales, RFPs and seasonal contracts

The Hammond Redevelopment Commission voted Tuesday to approve several real-estate transactions, refer multiple responses and qualifications to staff for review, and award seasonal maintenance contracts.
The commission approved a signed purchase agreement from Sri Development LLC for the parcels at 5903–5923 Calumet Avenue, described in staff remarks as just north of City Hall, for $150,000. "This is a signed purchase agreement by a developer, Sri Development LLC," staff said during the meeting. Commissioner Tomage moved to approve the agreement; the motion was seconded and passed by roll call, 5–0.
Commissioners also approved a $15,000 proposal from Tarenga Engineering, Inc. to produce survey and subdivision documents to explore subdividing commission land just south of Florida Avenue into up to six home sites. Staff said the survey will include construction documents, stormwater calculations, utility coordination and a plat of subdivision. The motion to authorize that work was approved 5–0.
The panel received and referred to staff multiple consultant requests for qualifications (RFQs) covering environmental, housing services, financial and appraisal work as well as HUD-IDIS and small-business consulting. Firms named in the RFQ list included Fisher Arnold Consultants; SME; Geo-Logic Associates; EnviroForensics; Patriot Engineering & Environmental; Americo, Inc.; Carl Sender; DEF Consulting (Dan Bodich); several appraisal firms; and USANA Development LLC (Bill Kubal).
For one commission-owned site at 5009 Calumet Avenue, staff reported two written responses: 219 Development Services offering $681,001.87 and GW Murphy offering $222,750. The responses were received and referred to staff for review.
The commission authorized advertising requests for proposals for multiple vacant parcels and buildings across Hammond, including addresses on Kiamen Avenue, Indianapolis Boulevard, Hohman Avenue, Fayette Street and Kennedy Avenue. Each authorization was approved by unanimous roll-call votes.
The commission also approved the award of snow-plowing proposals from Myers Snow Plowing, Inc. for several lots (including the Hammond Sportsplex, Cube Sports Complex and SubHub) for the 2025–26 season and accepted WJR Landscaping contracts for snow removal and salting in front of three downtown commission-owned buildings at 5209, 5233 and 5246 Homan Avenue. Both actions passed on recorded 5–0 votes.
The meeting record shows all property- and contract-related motions were carried by unanimous votes of the five commissioners present. Staff said press materials will be prepared for select transactions and that staff will return with recommended next steps following detailed review of RFP and RFQ responses.
What’s next: referred RFP and RFQ responses will be reviewed by staff and returned to the commission with recommendations; authorized solicitations will be publicly advertised per the commission’s direction.
