At its meeting, the Monrovia City Council took several routine and informational actions: the body approved the consent calendar (CC1–CC12) unanimously; reviewed administrative reports including a citywide lighting proposal that drew a majority protest; and heard reports from the city manager about a requested memorial and ongoing outreach to the California Highway Patrol.
Public comments included calls for the city to denounce ICE raids after commenters said ICE activity occurred at the Home Depot and a request from Sherry Lochner for a permanent memorial for Roberto Carlos Montoya Valdez. City manager Dylan said the city had reached out to the California Highway Patrol for an investigative report but had not yet received it and would follow up.
Dylan also relayed a school-district update: the superintendent proposed consolidating Santa Fe and moving students to Clifton, a change that has provoked community concern about enrollment declines and transportation. The city manager said staff would pursue a joint meeting with the Monrovia Unified School District to coordinate next steps.
During council reports, members highlighted community events (holiday parade, family New Year's events), the library’s Santa-message program and local charitable drives. An administrative report on the lighting proposal showed that 72% of respondents opposed paying for the citywide lighting changes; council asked staff to "figure it out." The city attorney introduced amendments to Title 17 (zoning, code enforcement and conditional-use permits), which were motioned and will return at the next meeting set for Dec. 16 at 7:30 p.m. The meeting adjourned at about 9:56 p.m.
