Mayor Clark read the Universal Declaration of Human Rights passages included in the proclamation and noted the council’s desire to reaffirm dignity and equal treatment for all. Representative Mannix, who represents House District 21, described growing up in several Latin American countries and how those experiences informed his views on respect, civil rights and community service. He thanked the council for the invitation and asked the city to pass the declaration to his colleagues in Salem.
"Let's listen to our friends in the city of Keizer City Council in reaffirming our commitment to human rights," Mannix said in his remarks. Mayor Clark presented the proclamation to the representative and the council recognized the ceremonial observance.
The proclamation urges Keizer residents to observe Human Rights Day and to act on the declared ideals; no regulatory or fiscal actions were attached to the proclamation.
