Director Shane Witham presented the staff report and said the planning commission reviewed broader options but recommended the single addition because it best fit the area’s needs. Witham identified a pending letter of intent from a potential user, described in the packet as “Happy’s Car Wash and Oil Stop,” as the impetus for advancing the code change.
Council President Starr placed the motion to direct staff to prepare ordinance language and findings; the motion was seconded and passed unanimously with one member absent. Under the direction, staff will draft ordinance text and the legal findings for future adoption hearings.
Witham noted the council previously opened conditional drive‑through restaurant uses in the same area (an August 4, 2025 ordinance) and that this amendment would be a narrowly scoped addition to allow automotive services except repair to be considered under the code’s conditional or allowed use pathways.
The council did not hold extended debate during the hearing and no members of the public addressed the council on the matter during the hearing.
