Monrovia approves two Mills Act historic-preservation agreements

The Monrovia City Council approved two Mills Act historic-preservation agreements at its Dec. 16 meeting, according to a local podcast recap.

Hosts said the council granted Mills Act status to a residence on Greystone for Dominic and Kathleen Bianco and to a home on Encinitas for Kurt and Sonia Lugenbuhl. The Mills Act provides property owners with potential property tax benefits in return for a covenant to preserve historic features; hosts noted the designation comes with regulatory requirements on exterior treatments such as windows, paint and structural appearance.
