KOOCHICHING COUNTY, Minn. — The Koochiching County Board on Dec. 16 approved routine interfund loans to cover shortfalls for ongoing sewer projects and finalized construction payments for the Rainy Lake RV sanitary sewer project.
Administration explained that the county’s interfund loan policy allows general revenue to temporarily cover shortfalls on capital projects and be repaid over the life of the debt. The board approved a resolution authorizing interfund loans for the Island View and Jackfish sewer projects so the county can expend funds and remain in compliance with its loan policy.
Separately, project staff presented a positive change order for the Rainy Lake RV sanitary sewer construction reflecting actual quantities; the construction work came in under the original bid by $20,045.14. Staff recommended and the board approved the change order and Wagner Construction’s final pay application (Pay Application No. 4) in the amount of $39,007.30, which includes remaining retainage. Staff said roughly $27,000 will remain and be used for additional engineering to prepare for future projects.
Project staff said the Rainy Lake project connects the equivalent of 43 dwelling units and that connection fees and grant match structure (75% grant / 25% match) help improve affordability for residents.
The board approved the measures by voice vote.
