Staff reported certified results on Dec. 2 for the proposed Monrovia Citywide Lighting, Landscaping, and Parks Maintenance Assessment District (2025‑1). NBS, the city’s assessment engineer, tabulated ballots and certified that 72.35% of the weighted ballots were submitted in opposition and 27.65% in favor, constituting a majority protest under Proposition 218.
Ray, representing the assessment engineer, said ballots were weighted by assessment amount and were publicly unsealed and tabulated following the public hearing. Based on the certified results, staff recommended the council receive and file the tabulation certification. Council accepted the recommendation and filed the report; as a result, the city will not form the proposed consolidated district and its two existing maintenance assessment districts will remain in place.
Staff noted some opponents said they supported the services but could not afford the added assessment. The council thanked staff and the assessor for public outreach and the transparent tabulation process.
