The Monrovia City Council on Dec. 16 approved two historic‑landmark designations and associated Mills Act contracts for residential properties in the city.

Planning staff recommended historic‑landmark designation and Mills Act contract for 218 East Greystone, a two‑story Spanish Colonial Revival home built in 1930, with conditions to restore original windows and doors, replace nonoriginal rear enclosures with period‑appropriate materials and return the stucco finish to a smooth hand‑rolled texture. Owner Dominic Bianco spoke in support, saying the work has been a positive experience and that he hopes to continue restoring the house. Council adopted Resolution 2025‑56 by roll call.

The council then considered 130 North Encinitas Avenue, a contributing property in the North Encinitas historic district described as a transitional craftsman built in 1906. Staff and the Historic Preservation Commission recommended approval; conditions include exterior window-screen replacement, repairs to river‑rock retaining walls, driveway replacement and copper gutter installation. Council adopted Resolution 2025‑57 by roll call.

Both Mills Act contracts authorize the owners to undertake approved restoration work in exchange for property‑tax benefits under the state program. Council members congratulated the owners and thanked staff and the Historic Preservation Commission for their work.

What’s next: staff will coordinate with homeowners to implement the conditions of approval and monitor compliance with the Mills Act contracts.
