City of Spokane staff requested extra notice and limited fee‑cap language; county staff said a full cost‑recovery model remains necessary but agreed to provide additional notice and published euthanasia policies and a three‑business‑day notification window if euthanasia is necessary due to space constraints.
Because the City of Spokane expected to consider its agreement later in the week, staff recommended striking item 5gg from the county’s consent agenda for the afternoon and bringing the item forward after the city’s action. Commissioners agreed to remove the Spokane item from the immediate consent agenda and approve remaining interlocal agreements on the consent calendar later in the day.
