Lafayette to lead inspection work on joint emergency-vehicle signal preemption project

Lafayette City staff told the board that Lafayette will be the lead agency on a joint Lafayette–West Lafayette traffic-signal emergency-vehicle preemption project and recommended approval of inspection services and an interlocal payment amendment.
Dave Griffey, of the engineering department, said the board is being asked to approve a Local Public Agency (LPA) consulting agreement with American Structure Point to provide construction inspection services and to confirm Lafayette's role as lead agency under an existing memorandum of understanding. Griffey described the consultant role as handling documentation and paperwork associated with the federal-aid project and said the city’s traffic improvement department will oversee the consultant for the Lafayette portion.
During discussion, board members asked which classes of vehicles would preempt traffic signals. Griffey said that, at this time, the system will preempt for fire apparatus and emergency medical services; police vehicles were not included in the current configuration, and staff said they would follow up and provide a definitive answer on police inclusion. The board approved the LPA contract by voice vote.
Staff also presented an amendment to the MOU with West Lafayette that defines how inspection payments will be split: West Lafayette $47,467.95 and Lafayette $69,660.94. That amendment was approved, and staff said the same amendment was being presented to the West Lafayette Board of Works that morning.
