Placerville approves part‑time planner hire and appropriation to meet state planning deadlines

The Placerville City Council on Dec. 9 approved a 0.22 full‑time‑equivalent temporary planner and appropriated $23,432 from a STBG fund to support planning work through June 30, 2026.
Director Carol Kendrick said the department eliminated an associate planner position earlier in the year to help close a structural general‑fund deficit but now needs temporary capacity to complete mandated advanced‑planning work. Staff identified a retired CalPERS annuitant, Mr. Cahill, AICP, with more than 22 years of California planning experience; he is available roughly two days per week to help complete 6‑cycle housing element rezoning, the 2025 Annual Progress Report (due April 1), updates to the general-plan safety element and objective design standards required by new state laws.
Kendrick said the total cost for the hire is $31,829, with approximately $12,435 already covered by salary savings; the requested new appropriation is $23,432 from the identified fund to cover costs through June 30, 2026. Residents who spoke supported bringing experienced staff in to maintain compliance with state deadlines. Council approved the appropriation and temporary position by roll call.
What’s next: Mr. Cahill will begin working with staff on housing element rezoning and related tasks; staff will report progress as required to HCD and in the city’s annual reports.
