Development Services and the building official presented a fee study showing prior inconsistencies where some project types subsidized others. Staff proposed flat‑rate fees for many minor permits (processing fee $132; minimum plan review $137; consolidated minor permit fees and a flat permit fee structure) and a flat $1,075 fee for water‑meter installation based on recent average costs.
Councilmembers asked whether fees could be rolled into a single up‑front charge to avoid 'nickel-and‑dime' perceptions and raised equity concerns that small residential permit applicants (often elderly or lower income) could be disproportionately affected. City attorneys advised that the city can only charge fees proportionate to the cost of service and that collecting for services not yet provided may be legally constrained; staff said they will provide clearer upfront education materials and online resources.
The council approved the staff recommendation by roll call. Staff said outreach materials and educational handouts for applicants are planned so applicants better understand which fees apply and when they are due.
