The Bellflower City Council denied the renewal of a cultivation cannabis business permit for Dynasty Alliance Grow Inc. at a special meeting on Dec. 11, 2025, citing persistent Conditional Use Permit (CUP) violations and unpaid taxes.
Planning staff told the council the permittee has been out of compliance with CUP parking requirements for more than a year despite repeated outreach and onsite meetings. Mister Lee said the permittee submitted a renewal application and a payment-plan request but had not provided requested documentation substantiating hardship. Staff estimated the most recent outstanding quarter's taxes at about $40,800 and warned the following quarter (ending Dec. 31) would add to the balance.
During council discussion, the city attorney and staff outlined post-denial enforcement tools: a cease-and-desist letter effective Jan. 1 if the permit is denied, civil litigation and tax liens to recoup owed taxes, inspection warrants and abatement procedures to remove plants if operations continue, and local building-code authority to disconnect utilities for unpermitted activity. The city attorney noted the city had previously shut down an illegal facility and executed plant removal operations.
Councilmembers emphasized fairness to other permittees who complied with city requirements. After debate, a motion to deny Dynasty Alliance's renewal passed on a unanimous roll-call vote. Staff said the permittee would be notified and staff would pursue the enforcement and tax-recovery steps described by the attorney and staff.
The denial takes effect with the start of the new permit year; staff will coordinate notice, potential inspections and any necessary enforcement filings.
