Planning commission adopts findings to allow disposition of 7859 Casa Bella Way

City planning staff presenter Stephanie told the commission, “So tonight's action is, just to make findings required under government code section 65402 to support the disposition of one vacant single-family home located at 7859 Casa Bella Way.” She said the property formerly operated as a safe house for women and children experiencing domestic violence and that the city acquired the parcel after the operating organization dissolved.
Staff recommended the commission find the transfer consistent with the city's general plan, noting the land-use designation will remain very-low-density residential and that the property is expected to remain a single-family home. Stephanie said the disposition is not associated with any immediate development plan and that any future development would follow the appropriate entitlement process.
After no questions from commissioners, an unnamed commissioner moved to adopt Resolution No. 2025-04, a resolution of the Citrus Heights Planning Commission adopting findings required by California Government Code section 65402 for disposition of the property on Casa Bella Way; another commissioner seconded the motion. The commission recorded affirmative votes and the motion passed.
The action authorizes staff to proceed with the disposition process under the findings described to the commission; staff stated that any future development proposals would return for review through the entitlement process. The commission did not specify additional conditions tied to the sale during the meeting.
The commission also approved the consent-item minutes from the Sept. 9 meeting earlier in the session. The Casa Bella Way findings were the principal substantive decision taken on the regular calendar.
