Council Opens Public Hearing on 2025 California Building Standards Code with Local Amendments

Daly City staff presented the proposed adoption of the 2025 California Building Standards Code and a repeal-and-replace of sections of Title 15 of the Daly City Municipal Code on Nov. 10, describing an effort to simplify the local code and retain only amendments justified by local coastal, hillside, seismic and climate conditions.
Mario Segala, chief building supervisor and building official, told the council the update reduces confusion caused by accumulated local amendments and improves predictability for applicants and staff. Fire-safety inspector Orlando Ogin of North County Fire also joined staff at the dais.
Vice Mayor Glenn Sylvester asked about CEQA implications and staff explained that the adoption of the code itself is not subject to CEQA and that the CEQA determination included in the staff report pertains to adopting the code; future discretionary projects would follow established CEQA guidelines as appropriate. The city attorney read the ordinance title by title as required and the mayor introduced the ordinance for consideration; the meeting record shows the public hearing was opened and then closed with no public speakers recorded for this item.
