Councilmember Jessalyn Manalo (sponsor) described Jose Rizal as a Philippine national hero whose writings and educational work inspired movements for independence; she and other speakers said the monument would celebrate Filipino history and provide a focal place of education at the main public library. Representatives explained the Doctor Jose Rizal Legacy International Foundation will fundraise, work with community partners and collaborate with city staff on design, pedestal layout and donor recognition.
Speakers and council members noted the project is intended to be privately financed. The mayor and sponsors said there should be little or no fiscal impact to Daly City because the foundation will pay for the sculpture and installation; staff confirmed the city would assist with necessary placement guidance. After discussion about site suitability and celebration of local Filipino-American heritage, Manalo moved the designation and the council approved the motion by voice vote.
What happens next: Sponsors said the foundation has a completed cast from an earlier installation and will coordinate with the city on design details and donor recognition. No construction timeline or final design was adopted at the meeting.
