Madison County awards system-safety road contract to CW Matthews, commissioners flag coordination issues with DOT work

Madison County staff told the Board of Commissioners on Dec. 1 that CW Matthews Construction Company was the lowest responsive bidder on sealed-bid package 25-12 FY2026 for a system safety project associated with widening and overlay work on Sanford Road and Rogers Mill Road.
Miss Baxter, who presented the procurement results, said county review found the CW Matthews bid met bid bond, insurance and quantity requirements and that the contract packet would be finalized and sent to county legal staff (Mr. Pruitt) for execution. She said the county’s overlay work will need to be scheduled in coordination with the DOT contractor performing widening work.
Several commissioners questioned how two interwoven contracts would be coordinated and whether the invitation-for-bid procurement method limited the county’s ability to weigh factors other than price. One commissioner observed that the two contractors “have to work together” and asked whether the county could have used a request-for-proposals format to prioritize qualifications rather than simply accepting the lowest responsive bid.
Staff responded that the procurement approach was driven by the funding source and that the DOT portion of the work carries specifications and oversight that constrain the county’s procurement options. After discussion, Commissioner Adams moved to approve the award to CW Matthews; the motion was seconded and the board carried the award.
The record notes the county will set up a meeting with the awarded contractor, the DOT contractor and county staff to align schedules and the notice-to-proceed so that the county’s completion date and the DOT contractor’s schedule can be married for a smooth handoff. No additional county budget appropriation was recorded at the meeting; staff said the DOT funding covers the work as scoped.
