Council amends city manager contract to increase deferred compensation and apply management COLA

Tina Olson, director of administrative services, presented the evaluation subcommittee’s recommendation to amend the city manager’s employment contract following a closed‑session performance evaluation on Oct. 13.
Olson said the evaluation subcommittee (the mayor and vice mayor) recommended increasing the city manager’s deferred compensation contribution by $327.85 per pay period and applying the same cost‑of‑living adjustments as the Livermore Management Group (6%). Olson said the recommendation acknowledged the city manager’s PEPRA pension status and the lower pension costs associated with that formula. "The evaluation subcommittee... recommends adjusting the city manager's deferred compensation contribution by $327.85 per pay period," Olson said.
Councilmember Casper Dunbar moved approval, Councilmember Wong seconded, and the council approved the amendment unanimously. Olson said the amendment is effective Nov. 17, 2025; a related amendment to the city's salary plan (item 6.6) reflecting the increases for the city manager and executive team was also approved later in the meeting.
