Citrus Heights — Several residents raised objections at public comment to a proposed trail extension along the Arcade Creek corridor between Mariposa and Sylvan. A resident identified as Larissa said the trail would create a route that "creates a highway for homeless" between shopping areas and nearby neighborhoods, increasing trash, human waste and abandoned items and potentially lowering property values. She warned that the corridor floods seasonally and noted paving could alter flooding patterns and possibly affect FEMA flood insurance requirements.
Another resident, Chris Stoddard, said portions of the proposed alignment would run through backyards and across a 100‑year floodplain and questioned the city’s plan to spend a large study budget on a section of Sylvan Road that had previously been considered infeasible. Mayor and staff declined to answer technical questions during public comment and offered to connect residents with department staff and the project director for follow‑up. Planning and engineering staff advised residents to contact Director Casey Kempner for more information.
Council did not take formal action on the trail at the meeting. Staff offered contact cards and follow‑up by Director Kempner to address site‑specific feasibility, flooding and property concerns.
