Council approves cooperative agreements for South Livermore sewer design; county to reimburse up to $700,000

City planning manager Andrew Ross presented two related items to the council on Oct. 27 establishing the city’s role in a county‑led South Livermore Sewer Expansion design effort. Ross said Alameda County will serve as the lead agency and has requested city assistance with design; the county will reimburse the city up to $700,000 for consultant costs and city project management time.
Ross said the staff recommendation included a supplemental appropriation to the city’s CIP wastewater fund and a consultant contract with Carlow Engineers for up to $629,000 to prepare a basis of design report. "The $700,000 would cover consultant costs for engineering services as well as the city project management time," Ross said. He added the basis of design report is due by Dec. 31, 2026.
Why it matters: The alignment shown in staff materials runs near East Avenue, Buena Vista Avenue, Tesla Road and Greenville Road and would connect to the county‑owned Martinelli Center and extend toward Poppy Ridge. Council and public commenters connected the project to Measure P (voter approval, Nov. 2022) and urged expedited work to support the Livermore wine country economy and groundwater quality.
Public input: Multiple speakers including business and wine industry representatives — the Livermore Valley Chamber of Commerce, Tri‑Valley Conservancy representatives, and local winemakers — urged the council to approve the agreements and to help expedite county work and funding. Several commenters stressed the regional economic importance of completing sewer service for agricultural businesses.
Council action: The items were included on the consent calendar. Vice Mayor Branning moved approval of the consent calendar and Council member Barrientos seconded; the consent motion passed unanimously, which, per staff’s recommendation, advanced the cooperative agreement and consultant contract for the South Livermore Sewer Expansion.
Next steps: Staff will execute the cooperative funding agreement with Alameda County, process the supplemental appropriation to the CIP wastewater fund and execute the consultant agreement with Carlow Engineers to produce a basis of design report by the end of 2026.
