Murrieta commission approves 6-lot parcel map in Adobe Springs area; staff flags drainage and access requirements

Murrieta — The Murrieta Planning Commission on Oct. 22 approved Tentative Parcel Map 39172, a subdivision of about 12.21 acres within the Adobe Springs specific plan area into six parcels. The resolution adopting the notice of exemption and approving the map passed unanimously, 4-0.
Planner Aaron told commissioners the map reconfigures three existing business-park parcels into six new lots to create smaller, marketable parcels. He gave example sizes for the new lots (roughly 1.3 and 1.35 acres for the reconfigured Parcel 2; 0.45 and 3.1 acres for Parcel 3 and 4 respectively; and about 4.4 and 1.53 acres for Parcels 5 and 6). Aaron said Parcel 3 will function as a water-quality basin as part of the master drainage plan and Parcel 6 is being retained as open space — an area of avoidance for preservation of open space.
Commissioners pressed staff on access and turning-radius concerns for future tenants. Aaron explained dashed lines fronting Winchester Road indicate access restrictions; development will use interior access from Willow Springs Road or Lazy Hawk, and any emergency access or new curb cuts on Winchester would require additional review (including Caltrans or fire-department approval where applicable). Staff also said reciprocal access between Parcels 5 and 6 is a condition to ensure maintenance access to the open-space parcel.
Mr. Steele read the resolution recommending a CEQA exemption consistent with projects that implement an adopted specific plan and cited applicable CEQA guidance and Public Resources Code language. There were no public speakers during the item.
A motion to adopt the resolution was made and the commission recorded a unanimous vote, 4-0. The approval refines the existing parcel configuration and does not itself permit specific development; any future commercial proposals will be subject to separate permit reviews, engineering checks for vehicle turning radii and sight-distance, and compliance with the Adobe Springs specific plan standards.
