Vacaville unveils five-year community engagement plan; council honors retiring city staff

Vacaville ' On Dec. 9 the Vacaville City Council received a five-year community engagement and communications plan prepared by Tripepi Smith and staff. The plan recommends strengthening internal coordination, expanding multilingual outreach and accessibility, instituting metrics and a community-request management system, exploring AI/translation tools, and hiring additional PR capacity to support proactive outreach.
Consultants stressed immediate, low-cost actions in year 1 (public newsletter, internal calendars, digital asset organization) and more resource-intensive initiatives in years 2—3 (translation workflows, targeted district outreach) and years 4—5 (expanded multimedia and recruitment visibility). The plan complements ongoing efforts to improve web content, ADA compliance and neighborhood-level engagement.
Earlier in the evening, the council read proclamations honoring City Attorney Melinda Stewart (30 years), Public Works Director Brian McLean (20+ years) and Economic Development Director Don Burris (10 years), and recognized LifeSpace Labs founder Dipesh Lad with a Biocom Catalyst acknowledgement. Mayor John Carley and colleagues praised staff service and economic development accomplishments.
Councilmembers asked about implementation, staffing capacity and how the plan will scale; staff said the city has a small PR team but will use phased consultant support and prioritized, high-impact actions in the first 12 months. Staff will return with implementation steps, staffing requests and metrics to measure success.
