Staff said the reimbursement agreement with FDOT could cover the entire cost — the figure mentioned in the meeting was approximately $44.3 million in total available reimbursement — and that Johnson Davis was the low bidder on the construction package at about $2.1 million, significantly lower than the next bidder.
Procurement staff said Johnson Davis’s lower bid was possible because the firm is already performing DOT stormwater work nearby and elected to pursue the job, producing a lower price than competitors. Commissioners greeted the update favorably and asked staff for an estimated completion date; staff suggested a target around 2027.
